Richard has displayed incredible talent at managing the many projects that filtered through his office as the Controller at TDSD. For several years, Richard Berk was one of my employees in the Regulatory Engineering group of TXU, the electric utility company serving a major portion of north, central, and east Texas. He successful managed several of that group's efforts to influence the development of regulatory requirements enabling retail expansion in a deregulated electric utility industry. He monitored and advised senior management of changes in the regulatory environment and provided input to business units on the impact to their operations, which enabled the units to control and minimize their costs. He took a lead role in ensuring corporate compliance with mandated regulatory reporting requirements; coordinated and monitored both internal and external projects and litigations before several regulatory bodies; provided technical support for the Company's electric rate change filings; and project managed Company responses to proposed changes to regulatory statutes of the Texas Public Utility Commission.

Richard reported to me for several years as a licensing engineer in the Nuclear Licensing Department for TXU Electric. We were pursuing licenses from the Nuclear Regulatory Commission (NRC) for two nuclear powered generating units and later we were executing the actions necessary to maintain those licenses. Richard was assigned a portion of those activities. The work involved communicating with the NRC staff and the TXU Electric staff to clarify and resolve issues. This type of coordination effort requires refined communication skills (as well as people skills) and the ability to understand the technical challenges involved. Richard was very successful in completing his portion of the licensing effort and he was a significant contributor to our success.
